Chudders

We had our house built 9 years ago and the builder had fitted a Glow Worm 18SXi Condenser Boiler.
In the first week inexplicably the independent timer/controller unit blew, replaced it OK for months then blew again. This has happened about 8 times in the nine years.
My electrician has tested circuits and valve operation but cannot find an issue.
We had a new timer/controller fitted in November 13. It went again last week.
This time when the new one was fitted all seemed OK except the boiler heats the water to about 50deg's then shuts down, the fan runs, once it drops to about 38deg's it cuts back in.
It will do this from start up when all systems are cool.
It does not matter if it's just hot water, heating or a combination the boiler will not heat the water past about 50deg's.
I'm not sure if I'm being paranoid but it also seems to drain water out of the condenser tank far more often than it used to too?
I may have two separate faults. One blowing the timer/controller and a different one preventing the water from coming to a serviceable temperature.
I've tried upping the temperature by use of the knob on the front of the boiler.....no difference.
I've upped the thermostat on the hot tank too.....no difference.

Any thoughts would be a great help.
