Compression fitting external?

Ive came across a 22mm compression straight on the gas pipe between the external meter and entering the house.
It is fully accessible but I’m not sure the legalities of it.
Is this ok?

A Straight , looks as if it’s on a dirty bit of copper so maybe they couldn’t get a solder on it
