Can someone tell me what this does

This is on my bathroom radiator and I think it's been twiddled with. What does it do and what is the best setting for it.

I think its been moved because the arrows were in a different place and I have know idea which way it has been turned.

If you turn the valve in the direction of the + symbol the temperature increases and will cool down if you turn it in the direction of the - symbol. Hope this helps

Cold towel rail any thoughts
