I would try taking the pump out and turn it around.
if the issue moves from cold to hot its an issue in the pump, if the issue stays on the same side then its a system issue. ( your pump has a flow switch both sides)

You could try the Salamander HomeBoost pump. This will lift the incoming mains into the property upto 12 litres per minute. Its an easy fit and can be used to increase the flow of water to the Combi or after the mains stopcock to increase the cold supply around the property!!
